Summer—June through August—is the tourist season in Norway, when the weather is perfect, the hotel rates are lower, the fruits are in season, the tours and cruises are running, and extra buses and boats make moving around easier.

Norwegian schools begin their new school year in mid-August. After that time there's less competition from local travelers, especially families, for travel services.
